The Observatoire des Territoires is a French agency created by the Decree nº 2004-967, september 7 2004, to study the information about the territorial dynamics, foster the exchange of experience between the state and the territorial administrations, and for the innovation and know-how improvement. Each year it produces a report to the Prime Minister.

The 2011 report (which has an abstract in English) identifies the dynamics, challenges and cohesion of the french spaces. It is a rather geographical portrait of France.
